Introduction of the Study

There are varieties of things that can be found here in earth. Things vary that made them unique from one another and integration of information system to these things makes it easy to be known or detected. In the world of transportation most of the people own a vehicle like cars and such. Cars vary in plate numbers and it is very critical to recognize it in times of some circumstances like stolen cars or cars that are violating road safety. In connection with this, the researcher of the proposed study entitled Car Registration and License Plate Detection and Recognition System aimed to provide a system that would help them detect and recognize a car through its plate number. This system will help in solving problems involving cars. This system is used in detecting stolen and searched vehicles. The plates that are detected by the system will be compared to the recorded vehicles. Also, the system will be very helpful in managing parking space. They can use the system as the basis of the entrance and exits of different vehicles in parking lots. Thus, this system is very helpful in many aspects.

Developing the system is significant in the transportation world. Thus the proponent of the system needs to assure the functionality of the system. The researcher will present the project to the end user. They will distribute questionnaire to be answered by the end user. Also they can note the difficulties they might encounter upon operating the system.

Objectives of the Study

  • To provide a system that is very manageable and accessible by the user.
  • To provide a system that will help in solving problems in stolen cars.
  • To provide system that will help in managing parking spaces.
  • To provide a system that will help the designated government agency in assuring road safety and resolve easily road safety violations.

Significance of the Study

The following individuals or group will benefit from the study:

Administrator. The system is very easy to use thus the administrator will not have difficulties in operating it. They can easily manage records of different plate numbers that are detected and recognized through the use of the system.

Government. The success of the system will highly benefit the government especially the designated government agency that is responsible in maintaining orders in transportation.

Proponents. The success of this system will significantly contribute to their knowledge about their proposed project.

Project Plan/SDLC

The proponents of this project made use of Software Development Life Cycle consisting six steps as an overall process.

First, is determining the requirements. It is where the researcher determines the requirements of the proposed system, whether software or hardware is to be used.

After determining all the requirements for creating this system, now proceeds to gather relevant information; they will conduct an interview to the management.

Third cycle is to analyze. They analyze the data for them to be able to identify the necessary information needed for the development of the proposed system to give some solutions.

After that, the designing of the system, will takes place, in this cycle the researchers will design the system regarding to the requirement that specified, this is where the design is created in detailed.

The last cycle will be the coding. The researcher will encode all the codes with the helping hand of the technical expert to check if it has error or the program will debug successfully. They under goes testing using incorrect data, in order for them to determine the reliability of the system. Maintaining the system is also part of it.

It allows a much wider range of algorithms to be applied to the input data and can avoid problems such as the build-up of noise and distortion during processing. The generation and development of digital image processing are mainly affected by three factors: first, the development of computers; second, the development of mathematics (especially the creation and improvement of discrete mathematics theory); third, the demand for a wide range of applications in environment, agriculture, military, industry and medical science has increased.
